In Colombia, games of chance are a state revenue monopoly, and the income they generate is earmarked by law for the health system. Running an online casino is therefore not a matter of incorporating a company: it requires a concession contract with Coljuegos. An 'unlicensed' operator is one without that contract — not a reputation label we hand out, but a binary fact you can check against the official register.

Article 312 calls that conduct unlawful exercise of a revenue-monopoly activity and punishes it with six to eight years in prison and a fine of five hundred to a thousand minimum monthly wages, increased when the offender is a concessionaire or a public official of a body that administers the monopoly. Notice who the rule is aimed at: the operator. The bettor does not appear in it, and Coljuegos' own messaging to players is about money at risk, not fines. You are not risking your freedom; you are risking your cash without a safety net.

Six tells that give it away

No single tell proves anything on its own — there are.co domains belonging to no concessionaire, and forged seals that look better than the real ones — but three together are enough. Check the domain and the payment rail first, because those are the hardest to fake: copying the Coljuegos logo takes a minute, while getting a Colombian bank to process PSE for you as a merchant takes months and requires the very contract they do not have.

Claims that look like guarantees and are not

The pattern repeats: nearly all of these statements are true and irrelevant at the same time. There is a regulator in Curaçao, and there are serious RNG audits. None of it answers the question that matters when a withdrawal has been 'processing' for three weeks: who do I claim from, and with what behind me?

What protection you lose, item by item

The practical difference is not the games — an unlicensed site usually carries the same catalogue from the same studios. It is what happens when something goes wrong. A concessionaire is a company domiciled in Colombia with a NIT and a legal representative, answerable to Coljuegos and able to lose its contract. An unlicensed site offers you a support chat and terms written under another country's law as your counterparty. Suing is theoretically possible and economically absurd over two million pesos.

Three losses tend to surface late. The first is the payment rail: crypto top-ups and transfers into an 'agent's' personal wallet allow no chargeback, so a deposit sent wrong is never reversed. The second is self-exclusion: a site outside the register is under no obligation to honour your request to close the account, and no authority will enforce it for you — if that is your situation, start here. The third is your data: the photo of your cédula ends up with an entity that carries no enforceable responsibility in Colombia.

Why they are suddenly everywhere

These sites did not turn up in your feed by accident. Their competitive edge is cost: they pay no exploitation rights, carry none of Colombia's gambling tax load and none of a concessionaire's compliance overhead, and that saving goes straight into advertising, creator sponsorships and bonuses. Which is why they dominate what you see.

In 2025 that asymmetry became visible on the receipt: the government taxed internet-operated games of chance by decree, on a temporary basis, and legal operators had to explain a deduction players had never seen before.. While the legal sites were explaining that line, the unlicensed ones went out and advertised the opposite. It is true that they deduct nothing — which is precisely the clearest confession that they sit outside the system: what they do not deduct, they do not stand behind either.

What happens when the site stops loading

Coljuegos asks for sites operating without a contract to be blocked, and internet providers are the ones that execute it, so the page does not vanish from the world — it just stops opening from a Colombian connection. The scope is not limited to websites either. In August 2026 the regulator announced a 116 million peso fine against a content creator for running and commercialising a promotional game on Instagram without authorisation, and said in the same statement that it has requested the blocking of 437 social media profiles used to promote or run illegal gambling. Promoting is not the same as betting: the player is still not the target of the penalty, but whoever builds the business from a personal account is..

What follows is predictable. The brand resurfaces on a mirror domain — the same name with a number or a different extension — announces it on Telegram, and asks you to come in through there. Sometimes the balance migrates; sometimes the account 'does not exist' on the new domain and you open another one under different bonus terms. If you play outside the register, the working rule is simple and unromantic: do not hold a balance. Withdraw after every session, however small, and keep screenshots of the history. Withdrawal times and friction are the same problem in both worlds; the difference is that in one of them there is someone to claim from.
